Employers headquartered and operating in the Commonwealth of Virginia in high-demand sectors
Total Funding Available
Employers can receive up to $40,000 in reimbursement for training-related costs of pre-apprenticeship and youth apprenticeship programs.

Selection Criteria
Eligible employers will register and complete up to 10 pre-apprentices or youth apprentices. Upon completion, these pre-apprentices or youth apprentices must matriculate into a registered apprenticeship program.
Applications are scored by the quality of their design for their pre-apprenticeship or youth apprenticeship program.

How do we fill in the block WIOA Title I State Set Aside Budget Item? We do not currently utilize any WIOA funds for our program, so would this be $0?
This opportunity is funded by WIOA Title I State set aside budget. For the Apprenticeship Pathways for Employers opportunity, would basic hand tools and PPE (personal protective equipment) be an allowable expense?
Yes. The grant funds can support the reimbursement of costs for training related expenditures, such as instructor time /wages and/ or training materials.

How can we find out if our curriculum qualifies for Pre-Apprenticeship?
Virginia follows guidelines provided by the Department of Labor, which defines Pre-Apprenticeship as a program or set of strategies designed to prepare individuals for entry into RAP or other employment opportunities.

Is there any allowability for admin costs in the budget given the need to manage both financial and performance reporting?
No. There is no allowability for administration costs.

Do I need to fully register my entity on SAM.gov to get a qualifying UEI number?
No. While a UEI number is required to qualify for reimbursement, full registration on SAM.gov is not required for this opportunity.

Will apprenticeship participants supported with these funds be required to be tracked in VOS?
Awarded employers will be required to submit Individual level information to Virginia Works as a part of this funding opportunity. Data entry into system of record will be handled by Virginia Works staff.

Are participants served through this program required to meet WIOA youth eligibility criteria?
No. WIOA youth eligibility is not a requirement for participating Apprentices.

Can the funds be used to pay all or some of the wages of the youth apprentice?
No. Funds awarded may be used to support reimbursement of cost for instructor time/ wages, however, Youth Registered Apprentices must be employed and paid by the employer awardee.

What if our pre-apprentices matriculate into an RAP with another organization? Do we still qualify for funding for our pre-apprentices, or would we need to also be the sponsor of the RAP they matriculate to?
The pre-apprentice or Youth Registered Apprentice would need to be matriculate into a Registered Apprenticeship program that is sponsored by the same employer awardee. The intent of this opportunity is to support employers in creating and expanding youth focused Registered Apprenticeship programs that matriculate into Registered Apprenticeships with the same employer.

We are a group sponsor and work with employer partners. We will be running our own pre-apprenticeship for youth to funnel into the program. Would we be eligible?
The pre-apprentice or Youth Registered Apprentice would need to be matriculate into a Registered Apprenticeship program that is sponsored by the same employer awardee. The intent of this opportunity is to support employers in creating and expanding youth focused Registered Apprenticeship programs that matriculate into Registered Apprenticeships with the same employer.

Are youth apprentices required to get their RTI from high school CTE courses?
Yes. Youth Registered Apprentices are required to get their RTI from CTE courses that correspond to the occupation that they are apprenticing in.

Do I need to begin working with my Registered Apprentice before becoming eligible for this opportunity?
No. The Period of Performance for this grant is November 1, 2025, through October 31, 2026. All costs incurred by the award recipient prior to the start date specified in the grant award are incurred at the recipient’s own expense.

Is remote work approved for Youth Registered Apprentices?
Applications that include remote work will be considered. All work activities must be in compliance with appropriate youth-related employment regulations and work activities must take place within the Commonwealth of Virginia.

Registered Apprenticeship is employer driven, meaning you must be hired by an employer sponsor before you can be officially registered as an apprentice. Who needs to approve the curriculum for my program?
If you would like your in-house curriculum approved, please reach out to your Registered Apprenticeship Consultant (RAC) so they can connect you with our Related Technical Instruction (RTI) Coordinator. You can find your RAC here.

What do I need to include in my application?
As defined by the Request for Application, the following elements must be included for your application to be considered:
- Signature Page (a completed signature page will satisfy the Certification and Assurances requirement)
- Narrative Element B1
- Narrative Element B2
- Narrative Element B3
- Narrative Element B4 (budget narrative and line-item budget)

We understand that the current government shutdown may hinder your ability to obtain a UEI number. You are still welcome to submit a proposal, however, please remember that to be eligible for reimbursements, applicants must have a UEI number.

Is this available to CTE programs for a school division in Virginia?
A CTE may act as an employer sponsor, however, the Youth Registered Apprentices must be paid employees of the CTE center.

Do the Youth Registered Apprentices have to complete the 144 RTI?
Yes. There is a 144 hour RTI minimum per year that they are in the program.

Is this for youth only?
This opportunity if focused on net-new Youth Registered Apprentices and Pre-Apprentices with the understanding that they will graduate out and matriculate into Registered Apprenticeship at 18.

Can this funding only be used for Youth Registered Apprenticeship, or can it be used for Student Apprenticeships (as defined by the DOE)? Can it be used for Registered Apprenticeship opportunities as well (those over 18 and not in-school)?

What is the source of funding for this grant?
The source of funding for this opportunity is WIOA Title I funds that the state receives from the federal government. There is no requirement for a match with this funding opportunity. The period of performance for this opportunity is November 1, 2025 through October 31, 2026.

Is it a requirement that the employees who are enrolled in the Youth Registered Apprenticeship/pre-apprenticeship opportunity, and are having their RTI paid for out of the grant, be co-enrolled in a WIOA Title I program?
No, those employees do not have to be co-enrolled in a WIOA Title I program.

Can an organization, that is an employer in the Commonwealth of Virginia, apply on behalf of another employer, to receive the grant?
No. The applicant cannot be a third-party entity, the applicant must be the employer that is conducting the required grant activities first-hand.

Will the employer be required to use the Virginia Workforce Connection to record grant activities and other notes on employees receiving assistance?

Yes, this is an ideal opportunity for an employer who would like to add a Youth Registered Apprenticeship to their existing program.

No. Both the employer sponsor and the Youth Registered Apprentice must be based in Virginia.

Only net-new programs are eligible for this grant. Should you already have a program, you may add a Youth Registered Apprenticeship that will matriculate into an existing Registered Apprenticeship. If you already have a Youth Registered Apprenticeship, you may add a new Youth Registered Apprenticeship Occupation.
